A modern two-storey boarding house in Lilyfield in Sydney’s inner west presented a range of challenges for the architect and the E Planning team of town planning consultants as they navigated the Development Application process for this town planning project in Lilyfield.

This two-storey 18-room boarding house in Lilyfield, in Sydney’s inner-west, was always going to be a challenge for architect Ibrahim Conlon, the director of ICS Design. But he was looking forward to taking it on. Like most architects, Ibrahim wanted to concentrate on what he does best – designing the building. He really didn’t have time to pull together everything required for the Development Application process, too.

“I’ve worked with Barry before on a number of projects, and I really appreciate his thoroughness and his directness. He’s easy to work with and he gets the job done, so I had absolutely no hesitation involving him this time around.”

Two of the significant challenges the architect and town planner faced were the fact that the site itself, and others around it, have views of Sydney Point Tower – neighbours’ views had to be maintained.

Commercial and residential apartments

Secondly, the site itself lies within a heritage precinct, which has many more conservative planning controls than other areas within the local council area.

There were the usual considerations that come with a residential dwelling housing up to 18 people, including waste disposal, the need for adequate car parking and ‘green spaces’ outdoors.

The town planning process also involved some consultation with New South Wales Police regarding safety principles, because the building has no onsite manager.

“What Barry brings to the table is not something you can learn from doing a course, or reading a few books. It comes from years of experience. His research and preparation are second to none; he covers all bases,” says Ibrahim Conlon. “But in this particular case, his contribution was even more valuable as time went on, because the council was fussier than I was prepared for, and they had numerous concerns.”

The council didn’t approve the original proposal, so Barry compiled a comprehensive objection and submitted a Section 8.3, which means the DA is re-submitted and peer reviewed by a different member of the council’s team.

“It has been a 12-month long process – but having Barry on our team has given me peace of mind that the process is not just being managed well, it’s being managed with our best interests at heart. We’ve worked together for years, and we have built a trusted working relationship. I have come to rely on Barry’s thoroughness, and his fortitude to stick with the process and its ups and downs, to get the job done.”
